| The 325th Contracting Squadron is a multi-faceted organization, that affects every individual stationed at Tyndall. The squadron is responsible for awarding and administering a variety of contracts ranging from refuse management to multimillion-dollar construction projects and exotic requirements, such as operation and maintenance of aerial targets. Squadron members also play a critical role in support of contingencies, deploying side-by-side with warfighters worldwide. |
| Whenever commodities, services or construction work is required by an organization, requests must be submitted through the contracting office, which ensures the acquisition and delivery of best value requirements in terms of quality, timeliness and price. The multi-skilled acquisition professionals working in contracting are thoroughly trained in market research, pricing policies, negotiation techniques and related functions. This ensures organization funds are spent on authorized, required items at fair and reasonable prices. The mission of the contracting squadron is accomplished by three customer-oriented flights. |

Such development must be systematic and tailored to the Air Force’s specific needs. | The civilian personnel section advises management on civilian personnel program policy and offers guidance regarding affirmative employment/staffing, compensation and position management, employee management relations (EMR) and labor management relations (LMR). The section also provides services needed by approximately 600 appropriated funded employees. The CPS strives to recruit, retain, and train a highly qualified and diverse workforce for serviced activities. |
| The labor and employee-management relations section is responsible for providing guidance and assistance to supervisors and managers in carrying out their personnel management responsibilities. These responsibilities include assistance and information concerning conduct and discipline, the employee assistance program, performance management, awards, grievance and appeal procedures, and the Office of Workers’ Compensation Program. |
| The affirmative employment/staffing section provides management advisory on recruitment options/process/timelines, pay setting, coordinates with AFPC on referral lists, and in-processes employees. The section also administers the Priority Placement Program (PPP), Summer Hire and Direct Hire programs, and advises on reduction-in-force (RIF) actions. |

Tyndall encompasses 127 miles of shoreline and 17,000 acres of commercial forest. Tyndall has 1,029 facilities with an approximate replacement cost of more than $2 billion. |
| The squadron has more than 300 personnel composed of military, civil service, and contractor staff performing the operation, maintenance, repair and construction of real property to effectively sustain Tyndall’s land and facilities. Responsibilities include managing fire protection, readiness, explosive ordnance disposal, engineering, construction, environmental programs, military family housing, and real property management. |

Fire & Emergency Services

| Tyndall Fire and Emergency Services is responsible with saving lives, preserving property, and protecting the environment from devastating effects of fire and other harmful events. Their mission is to sustain mission readiness in direct support of Homeland Security and the Global War on Terrorism. The department provides technical consultant services as well as promoting an aggressive fire prevention and education program. They also maintain a professional and superior-trained fire and emergency response force to protect Air Force and DoD resources. They provide fire and emergency services to Tyndall with an authorization of 83 military and civilian firefighters working 24-hour shifts. Operating out of four separate facilities, Fire and Emergency Services uses 23 vehicles and has the capability to respond to aerospace emergencies, structural, medical, hazardous material, weapons of mass destruction, automobile, emergency medical hazardous material, and confined space incidents. Readiness and Emergency Management Flight
|
| The Readiness and Emergency Management Flight is the OPR for the Air Force Emergency Management (EM) Program, whose mission is to save lives; minimize loss or degradation of resources; and continue, sustain, and restore operational capability in an all-hazards physical threat environment. One of the primary responsibilities of the Readiness and Emergency Management Flight is Chemical, Biological, Radiological, Nuclear, and high-yield Explosives (CBRNE) training for all military and deployable civilian personnel. Training by the Readiness and Emergency Management Flight provides the requisite knowledge and skills for effective CBRNE defense survival, planning, operations, and recovery. In addition, the flight also schedules, conducts and oversees specialized EM team training. They implement the Air Force EM SAV Program and help unit EM representatives develop unit emergency procedures. Flight personnel respond to major accident and natural disaster threats affecting Tyndall, coordinate on major accident responses, natural disasters and weapons of mass destruction defense actions with Bay County and State emergency management officials. The Readiness and Emergency Management flight is also responsible for maintaining and operating the mobile emergency operations center during EM responses. | The Programs Flight provides professional planning, design, and construction management services for 325 FW and tenant organizations. It is responsible for developing and managing contract programs to construct, improve, and maintain Tyndall AFB facilities and infrastructures. During fiscal year 2008, the flight managed more than $140M in construction and design projects. Major constructions recently completed include two phases of a new AFNORTH Headquarters building, an addition to the F-22 simulator building, and a new 120-person dorm. Current constructions are a new 80,000 square foot fitness center, a multimillion dollar airfield repair project and Ph 3 of new AFNORTH Headquarters building. (^top of section). |

Explosive Ordnance Disposal Flight (EOD)
|
The Explosive Ordnance Disposal Flight has a diverse mission. The unit is comprised of 16 military personnel tasked with rendering explosives safe and disposing of all munitions and explosive devices deemed hazardous to personnel and property. The flight also provides EOD support to local, state and federal law enforcement agencies to include the U.S. Secret Service for protection of the President of the United States and foreign heads of state.

Operations Flight
|
The Operations Flight manages the base contract as well as all CE service contracts. The flight oversees and maintains 1040 facilities and performs renovation and upkeep of all real property on Tyndall. The Operations Flight maintains the grounds for the base establishing a professional appearance throughout the year. The flight also is responsible for establishing and executing the Facility Organizational Customer Utilization System (FOCUS) program ensuring customer satisfaction and quick execution of minor projects. Furthermore, the Operations Flight maintains the Energy Management Control System (EMCS) which regulates air
temperatures in 150 facilities ensuring energy conservation and personnel comfort. The Operations Flight focuses on providing timely and quality work in order to provide the best product for its customers.

Asset Optimization
|
The Asset Optimization element manages base property including planned use, energy and utilities. Using the General Plan as a management tool to articulate the installation’s long-range development vision. This dynamic document features a 2030 Vision and is the primary guide for meeting future mission requirements, sustainability, achieving land use compatibility; addressing force protection and promoting environmental stewardship. This element manages the base utilities, our energy use oversees infrastructure plans and captures all facility requirements for future execution. Real property staff in this section are responsible for the use, management and accountability of all real estate on Tyndall proper and associated geographically separated sites.

Capital Asset Management

| Capital Asset Management provides base residents with housing, including privatized base housing, referrals to off base housing, unaccompanied dormitory housing and moving assistance. Balfour Beatty Communities, our privatized housing partner, manages all housing assets located in seven Tyndall communities physically located on base in the Red Fish Point, Red Fish Point Extension, Felix Lake, Wood Manor, Island View, Bay View and Shoal Point areas. The Natural Resources Management element is responsible for management of environmental compliance and natural resources programs. The compliance staff is responsible for managing programs in pollution prevention, air emissions, asbestos, underground storage tanks, environmental assessments, cultural resources management, water, hazardous waste, and the Air Force’s Environmental, Safety, Occupational, and Health Compliance Assessment Management Program, and Installation Restoration Program. The Natural Resources Section protects and enhances Tyndall’s natural resources programs that include forest management, fish and wildlife management, nonstructured outdoor recreation and education and public relations concerning all aspects of the natural resources program. Resources Flight
|
The Resources Flight consists of two elements: financial management and quality assurance. The civil engineering budget is one of the largest on Tyndall, averaging over $46 million annually, and is managed by a small group of budget professionals focused on gaining the most from continually-reduced funding levels. The quality assurance evaluation section provides oversight and inspection of numerous service contracts, including the base operation support contract that provides normal day-to-day maintenance, repair and construction of all pavement, grounds, facilities and utilities on Tyndall. Quality assurance oversees the contract to Chugach Services Inc., who employs more than 150 personnel. The staff completes approximately 1,200 work requests monthly with an annual supply budget of over $1.8 million. Chugach also operates Tyndall’s self-help store. Popular materials are available to make self-help maintenance, repair and construction work easier. The self-help store is located in Building 449 and is open 7 -11 a.m. Monday-Friday.

S-2, Intelligence & Investigations
|
| The investigations section responds to incidents involving crimes against persons and/or property. They are the keepers of criminal evidence along with lost, found and unclaimed property. Investigators interview victims, witnesses and suspects in an effort to gather facts to facilitate resolution of open cases. They brief the facts surrounding crimes to respective commanders. |

S-3, Operations & Training Flight
|
| Within the operations section, the Tyndall “Defenders” perform law enforcement, installation security, training, military working dog, confinement, and search of all transiting commercial vehicles. |
| The law enforcement element performs base patrol and entry control operations. Sentries are the first contact for people entering the base, and proudly serve as the “ambassadors” for Tyndall visitors. In addition to their primary role, enforcing base entry requirements and preventing the unauthorized removal of property from base, they assist in providing directions and answering questions. |
| The training element is tasked with training all assigned security forces, pre-deployment combat skills training and a large number of READY augmentees throughout the base. These augmentees are tasked with supporting security forces during contingencies and emergencies. |
| The military working dog element provides patrol dog, drug suppression and explosive detection services for the base, and frequently demonstrates dog team capabilities to base and civil groups. |
| The confinement element is tasked to provide training and rehabilitation services to military members convicted of general, special or summary court-martials. It in-processes these individuals into the Air Force Security Forces Management Information System, tabulates sentencing time and ensures all inmates are provided medical programs depending on the type of crime they were convicted of. It also ensures they receive the proper training and motivation to either become a productive member of the civilian community or return to active duty. |
| The commercial vehicle search area has the ability to process, search and clear an estimated 40,000 commercial vehicles annually. With state-of-the-art systems permanently installed, this section is able to inspect all types of vehicles without having to disassemble vehicle components. This system can also identify the presence of radioactive and explosive (^top of section) |

| materials. Team members are fully trained in detecting narcotics and other contraband items before they can be introduced onto the base. |

S-4, Logistics Flight
|
| The Logistics Flight is responsible for armory functions, combat arms functions, supply, vehicles, resource advisor, mobility and readiness and information management. The armory stores government firearms and munitions used by security forces and other on-base units. The section also supports mandated courtesy storage of weapons for occupants of bachelor officer quarters, enlisted dormitories and transient billeting. On base military family housing residents are permitted to store their personal weapons and ammunition in their respective quarters. The combat arms element, located in Building 1257 at the intersection of Beacon Beach and DeJarnette Roads, operates the base firing range and conducts classroom and live weapons training for more than 2,300 Tyndall personnel annually. |

S-5, Plans & Programs Flight
|
| The plans and programs flight consists of reports and analysis, pass and information, personnel and industrial security, police services, Air Force Security Forces Management Information Systems, installation security, plans, physical security and resource protection. |
| The reports and analysis section offers a variety of services including processing and storing all police reports and related documents. The base information security program, which includes industrial security and personnel security, is also managed through the plans and programs flight. They provide technical guidance in the protection of classified material, process and monitor security clearances, background investigations and fingerprinting to the Tyndall community. |
| The installation security element is responsible for protection of assigned and transient protection-level aircraft, command and control facilities, critical communications and air defense facilities. |
| Pass and registration is located on Highway 98 in Bay View housing area, which is directly across from Sabre Gate. This office issues long-term visitor passes and restricted area badges. |
| The resource protection office serves as the base program manager for the protection of government funds, firearms, controlled areas and munitions. |
| The standardization-evaluation element conducts annual certifications and monitors inspections encompassing each security forces duty position and all work centers. Members of this element also serve on the base exercise evaluation team ensuring squadron and wing readiness. |

Mission Systems Flight
|
| The mission systems flight maintains a large inventory of communications equipment, including major air traffic control radar, radio, weather and navigational systems; a 12,000-line base telephone switch; base telephones and key systems; a $6.2 million “trunked” land mobile radio system; a ground-air-transmit-receive radio site; frequency management function and the base 55,000 pair-mile underground communications cable grid. They also process requests for cellular telephone service and billing for local telephone service. Information Systems Flight
|
| The Information Systems Flight provides all aspects of computer networking. This flight operates and maintains Tyndall’s base area network and is dedicated to supporting all of Tyndall’s data communications needs. The flight includes the network control center, support and the wing information assurance office. The NCC is the hub for administering, engineering, and maintaining Tyndall’s BAN, and provides network services, including e-mail, defense message system, data storage, remote network access, internet surfing and network protection from hackers and viruses. The NCC support work center supports secure communications, including maintenance of all cryptographic equipment. The WIA office is responsible for all communications security, emissions security, computer security, and maintains the network user licensing program at Tyndall. The flight also details Airmen to help support the 1st Air Force Systems Security Office. Support Flight

The support flight establishes and executes controls, policies and procedures to implement information management and multimedia functions. The flight is responsible for a wide array of services. The 3A0X1-functional manager is responsible for manning and assignment actions for base information managers. The base information-transfer center provides official mail, administrative communications and QAE support for the contracted postal service center. The base records management section ensures accurate maintenance, protection and disposition of official records. The RM office also processes and coordinates Freedom of Information Act and Privacy Act requests. The publishing section manages base publications and forms programs. The client support office provides training in the areas of Client Support Administration, web development, records management and computer applications to base personnel. The computer services section provides accountability and equipment custodian training for the base’s information technology equipment. The contracted base copier center serves as liaison for outsourced reproduction requirements and provides limited in-house repro services.

Plans Flight

| The plans flight is the focal point for all communications requirements and infrastructure upgrades supporting Tyndall AFB. The flight manages the base communications blueprint, a planning and funding document used to upgrade Tyndall’s communications architecture; the base Communications and Computer Systems Management Board and Working Group, which oversees communications for all new facilities, communications projects and requirements; and the communications systems supporting the Gulf of Mexico Test Range. The plans flight also manages the squadron’s $1.2 million budget to include oversight of all squadron contracts, wing reimbursements for long-distance billing, postage, and pay phones. Del-Jen provides supply, fuels and transportation support to more than 390 organizational accounts. Additionally, it provides support to 16 major associate units, maintains accountability for more than 40,000 line items and manages and controls a $282 million warehouse inventory by processing more than 10,000 monthly computer transactions. |
| Del-Jen also serves as a designated Air Force operational test base for worldwide software development programs. Other functions of the contractor include developing and implementing supply-operating procedures, inventory control and accounting, analysis of supply problems and maintenance of supply records. The advanced state-of-the-art fuels management complex receives and issues more than 3.5 million gallons of JP-8 jet fuel to more than 2,600 aircraft monthly. |
| Traffic management, combat readiness, passenger service operations, vehicle operations and maintenance functions on Tyndall are also contracted to Del-Jen. Traffic management services consist of household goods shipment, passenger travel arrangements and surface freight movements. Local Move/DPM Contractor

| The contractor furnishes all personnel, equipment, facilities, supplies, services and materials for the preparation of personal property of military members and civilian employees for movement or drayage and related services. The contractor packs and picks up household furnishings, appliances, clothing, books, liquor, and similar items belonging to a member and immediate family. Local moves are done with approval of the local housing office for moves in and out of base housing for military members only. The transportation quality assurance program does contract oversight; however, both local move and department of personnel management functions are processed through Del-Jen, Inc. Maintenance Supply Liaison

Logistics maintenance supply liaison monitors the overall maintenance and supply interface, resolves supply problems and coordinates supply-related training needs. The office periodically visits all maintenance work centers and conducts annual supply procedural surveillance visits. The office also provides guidance to work center supervisors on utilization of supply management listings, the precious metals program, shelf-life items, warranty items and “due in for maintenance” control. MSL also updates the quick reference and functional checklists semi-annually and the direct “not repairable this station” list annually in addition to monitoring the status of back-ordered requisition and maintaining liaison with base supply. | The mission of Detachment 1, 325th FW is to provide outstanding military personnel, travel and military pay, flight management support and network connectivity to all Air Force personnel at three Naval bases in the greater Pensacola area: Pensacola NAS, Corry Station, and Whiting Field. Their customers include students attending Joint Specialized Undergraduate Pilot Training, Undergraduate Navigator Training, Intelligence, Cryptology, Structural Maintenance, Non-destructive Inspection, and Water Survival schools totaling 225 permanent party and 5,170 students annually. |

| Located in the heart of Pensacola at the Navy’s Center for Information Dominance, Corry Station, Det. 1 provides an Air Education and Training Command presence in the area that would otherwise be more than 100 miles away at Tyndall AFB. Because of the large number of TDY personnel, along with permanent party instructors and student aviators, it is necessary to have a support and transition facility close by where the training takes place. The 14 permanent party members of Det. 1 ensure students and TDY members in the area are taken care of and have a support facility, while at the same time ensuring they leave properly trained and ready to serve the Air Force. |

| The 325th Medical Group staff operates as an outpatient medical facility with family practice, pediatrics, flight medicine, and women’s health clinics. The clinics are supported by outstanding ancillary services, including radiology, CT scanning, mobile MRI, and a clinical laboratory providing a wide variety of testing services. |
| The Aerospace Physiology Flight offers mission-specific human-performance training for the Southeast U.S. assigned air and ground crew members to safely and successfully complete their mission. The 325 MDG owns the only operational USAF’s altitude chamber in Florida. |
| The clinic pharmacy, located inside the main clinic, fills new prescriptions only. The main pharmacy stocks a standard formulary of medications and is open Monday-Friday, 7:30 a.m.-5 p.m. The satellite refill pharmacy, located in the BX mall complex, provides convenient access for refill medications only and is open Monday-Friday, 9 a.m.-5 p.m. To obtain medications not on Tyndall’s formulary, the pharmacy recommends using Tricare’s Mail Order Program. |
| Nutritional medicine offers a wide variety of counseling and training on reducing the impact of disease through diet and lifestyle modification, and the Health and Wellness Center, located in Building 1307, offers many fitness, nutritional and lifestyle improvement programs to the Tyndall community. |

| Dental services are offered in a modern, 15-chair dental clinic within the main clinic building. Comprehensive treatment for active duty personnel is available. Participation in the active duty family member or retiree dental insurance program is strongly encouraged for all eligible beneficiaries, however, response to true dental emergencies is always available. |
| Essential base support services such as public health, bioenvironmental engineering and aerospace physiology are also part of the 325 MDG. The efforts of these departments enable the Tyndall population to live and work in a healthier and safer environment. |
| The 325 MDG is fully accredited by numerous professional organizations including the Joint Commission on Accreditation of Healthcare Organizations. Accreditation by JCAHO indicates the clinic meets or exceeds rigorous national standards used to measure excellence in medical care. |
